Speaking on Governance on Infrastructure: AI Knowledge and Technological Sovereignty, Gardels emphasized the need for new global frameworks to manage the concentration of technological power and data. He underscored that the infrastructures underlying AI—its computational capacity, knowledge systems, and regulatory environments—must be governed in ways that protect democratic accountability and cultural diversity, rather than reinforce technological monopolies or geopolitical fragmentation.
